A commissioner usually is a regional rep for the clan. Large clans might have multiple district commissioners in a particular region. Now all of these folks might convene a clan tent. In my clan society, it is mostly the commissioners that convene the tents, but we have had a few regular members to convene as well. But we are a small society. It could vary, but I would guess that commissioners in most cases are appointed by the officers of the society.
Responsibilities:
Convener is uaually responsible for one event.
District Commissioner might be responsible for a state.
Regional Commissioner might be responsible for a group of states (Southeast, Northwest, Mid-West,...)

In our clan society, a convenor covers a particular state or states, while a Commissioner covers a larger region, like the Midwest, etc. As Heath and Rathdown have stated, it really depends on the clan society itself and its choice of terminology.
