The conformation of the leg may have something to do with this. On the outside of the leg the calf muscle produces a slight depression at about two o'clock, an excellent position for jewelry. On the inside of the leg the muscle extends farther forward, producing a depression at about 11 o'clock, a more convenient location for a tool because it's easily accessible to either hand.
On the rare occasions when I wear a knife at all I, being right-handed, generally prefer the inside of the left leg.
