I think it is the wearer who has the problem in this case, and unfortunately short of ignoring this individual there is little to be done that would not only make it worse. It would of course then depend on the wearer's behavior, (we cannot profess to be mind readers.) If the behavior indicates that the costume is being worn to mock those in attendance then I say loose the hounds, but if the costume is worn out of ignorance and / or wanting of funds, well.....pass him by and wish him well.
