I got in touch with Mike at Scotia Metalworks. His website doesn't list sporran belts but someone here on the forum mentioned they had bought one from him at a festival. I bought a brown and a black belt from him for $12 each (plus shipping). They're great quality and the service was wonderful. One thing to keep in mind is to know how long you need the belts to be. I'd never had a sporran or a belt before so I could only give him my waist size and now I need to have the belts on the very last possible hole. I should have added a few inches to my order, but that's my fault not Mike's. I've been meaning to do a proper post about his work in order but haven't had time. Definitely check him out. I plan on saving my pennies to buy one of his beautiful sgians.
