I don't think the top is too "loud" just more "pop" whereas the 2nd looks too busy. I think what's hard is we're looking at a swatch (right word?) and not the big picture. I find with tartan, it's easier to get a feel for it in a kilt, but with a Tweed - not so much. Look at it from a distance vs up close (that helps me anyway) figure out if it's too busy or not, and what it would look like actually as a kilt vs up close and personal.
Since there seems to be a concern of if yellow is your color - you should post pictures of yourself with the fabric
