The MacRae Weathered tartan is not available in PV, but it is available in 13 oz wool. I can do a 5 Yard Wool kilt in it from Lochcarron's 13 oz fabric for $320 (or $350 for hips over 46).
For the record, a Weathered (or muted for that matter) tartan CAN be used for formal wear. It's all in how you dress the outfit up or down. For example, I am using the Scott Green Weathered tartan for our wedding in May (I'll post pictures afterwards). Here's the basic outfit and actual tartan that we'll be wearing. It's modeled by one of my groomsmen (who already owns the tartan kilt):
