I would say very contemporary-not historical in anyway, in fact pretty in line with what Ashley MacIsaac wore in the 2010 Winter Olympics Opening Ceremony with the Fiddling piece, except that MacIsaac wore a collage of torn kilts.
The piper is also playing "The Gael" by Dougie MacLean which is 1990's at it's best, discovered by most in Last of the Mohicans in 1992. As a piper, I would gotten annoyed with the tuning pretty quick. Reeds go south, but when they go too far, it's better to re-tune in front of an audience than get into another tune to scratch the chalk board with.
So the musicians and the kilts are all contemporary.
