I don't know for certain if its just that he doesn't want a blue tartan or what, but I'll pass your suggestions on.

Assuming your friend just doesn't want a blue tartan, I also suggest he look at several tartans that have a Border association. I logged on to Scotweb and the Scottish Tartan Authority and did a tartan search for "Border." About 6 or 8 tartans popped up. Several are business tartans, but there are several nice fashion tartans.
According to both tartans sites, there are two Border Reiver tartans. One is the well known black and white shepherd's check, and the other is a red tartan with black stripes. There is a also a Borderland tartan, and a few others.
I can sympathize with your friend though - I never really liked the Elliot tartan until I began to see its several different variations worn as a kilt. Now I've two Elliot kilts (one in the colors of my avatar and one in the ancient colors) and I'm thinking a third (in modern colors) may not be totally out of the question.
