A stole (described by the OP as a sash), if permitted, is probably the best solution in this case. I would suggest a chain pinned to both sides (reminiscent of a watch chain and waiscoat) to keep the stole 'under control' if necessary.

I am only commenting on the issue of not being able to pin something to a garment, and not whether it should or should not be worn etc.

The thought of using a magnet to hold something down, perhaps attached to a broach, popped into my mind.


Then I thought of Nighthawk getting things stuck to his plaid broach during a wedding, and that made me laugh.
