There is only one person in any clan with that authority, last I checked. (Granted, most, if not all, Chiefs would not buck the traditions of the clan even if it's only a tradition of recent birth.) When you become Chief of a clan, you can pick the tartan...
I'm not a huge fan of the Cummings Ancient (sorry, Cajun, but I don't care for that shade of green), but I'm sure as sin not going to tell Sir Alastair he's wrong in recognizing it.
