I'm new to kilt wearing. I also live in Texas where during the summer it’s unbearably hot and often times exceeds 100f for extended periods of time. The winters tend to be fairly comfortable with temperatures in the 75f to 85f range. I assume wool hose would be the most appropriate material for the winters but what about the summers? Cotton, a wool blend, something else? I prefer to wear boots with kilt.

Cotton is usually pretty nice for really hot temps. Granted it doesn't get to those temps often in NY so I'm in wool for the most part.
