Every single girl in the picture from Washington is wearing a classic "little black dress" in one variation or another. They're all bare-legged with high heels with very slim foot straps.
I live in Bellingham, and use to volunteer as a high school youth leader (5 yrs). I can attest to the popularity of the "little black dress" in my area Alan.
