If the skirt is short enough that double-width cloth can be split and joined, then two yards should be sufficient.
If it is to be a longer skirt (more than half the length of the fabric width), you'd want to get four yards.

I have three kilt skirts, 2 formal and one short and all are 5 yards, and I'm a size 10. I wouldn't go with anything less.
