Just to reinforce what Downunder has said, those leather loops on your kilt belt are meant to be worn pushed up to either side of the buckle.
They help to keep the fold in the belt tight and in place.
It's kind of a small pic, but this image from Barb shows them worn correctly.

Here's a closer up image, where the belt is not being worn (it's a product shot) but the leather straps are in the correct position.
