Why the Air Force gets the big dollars
Give the Army and the Air Force the same project, in this case building an airstrip.
The Army immediately begins clearing the land for the actual landing strip. Eventually, when the project has cost overruns (which they always do), Congress looks at the project and sees the Army has finished the actual strip. It is decreed that the essentials have been completed and they will get funding for the miscellaneous support areas later (which may never happen).
The Air Force goes to the site and immediately starts building their version of the essentials: the NCO club, the commisary, etc. When the cost overruns arise, Congress looks and sees they haven't got the actual landing strip completed, so they are forced to approve more funds for the project.

Being a Coastie, myself, I always enjoy A.) this kind of good natured humor, and B.) watching everyone forget that the Coast Guard is the oldest military service in the U.S.
Let the "shallow water sailor" and "puddle jumper" comments commence. LOL
