For what its worth:
About 15 years ago a group of folks from Scottsdale Hospital (Arizona) were on a Grand Canyon Raft trip. Near the end of the trip a group put on a 'talent' show in the canyon and sang Moon River, ending by actually mooning the audience.
Unbelievably, two nurses were "offended" and filed charges (you'd think they, of all occupations, would be used to bare butts).
That case wound its way up through the courts in Arizona until it reached the Arizona Supreme Court which ruled that "mooning" was not indecent exposure under Arizona law.
Of course that hasn't stopped law enforcement from arresting wild kids at the lake for mooning.
But, the point is, seems that a sporran would keep most any kilted gentleman from having the wind expose his "boy parts" and having his tail exposed would not be a prosecutable offense in Arizona - even if done intentionally.
