The cheapest way to go by far is to find a thrift shop coat and have it cut down. Vests work without mods.
A mod would work, if you were looking for a "blazer" type jacket. But, if he's actually wanting a true Argyll in all it's glory, the tailor/blazer route is certainly not the answer.

I have a Higgins I love It, the fit Is great for off the rack. Got the waistcoat later
for $65 can't beat the price! I know Rocky will do you right too. The Higgins was at
my door In two day's...........

I have two HIggins, one Argyll in Black Barathea with silver buttons and one charcoal grey tweed Argyll with false deer hon buttons. Both are well fitted and very nice looking (see pics on separate post). The BArathea is quite substantial weight wise and fits perfectly, even though I am a non standarad 52xl size. The tweed is also nice but not as substantial, with somewhat less self shape holding bodym but otherwise fits well and looks great. They were all part of a sizable combined order with a custom uncommon tartan kilt, and, with the excpetion of the tweed, all arrived within a month of placing my order. The tweed took another month and a half to arrive.
I have no experience with Rocky's so cannot comment one way or the other with that regard.

I bought my Charcoal Braemar jacket from Caringorm Scottish Imports I got an ex-rental from them for a very good price. You might want to go up there and see what they have in the way of a Black Argyll. Here is the link to my review of the Charcoal Braemar

I won't try to "sell" you on USAK as I think others up here have done a great job making cases for both companies and everyone has their favorite (and I try not to "troll for business")... I'll just clarify 2 things:
USA Kilts Policy: CUSTOM jackets (colored tweed jackets) are not returnable as they're CUSTOM. Standard Black Argyll jackets / vests (or PC jackets for that matter) ARE returnable as they're NOT custom.
Customs duties to Canada will be similar from either Higgins or us as both jackets would be shipping from the states.
Either way you go, you will be happy with it.

I'm waiting (im)patiently for my jacket from USAK. If I'm happy with the barathea (mainly with the fit), then I'll probably order a tweed. Or two.

Personal preference is for USAK, even if Higgins ships faster.

Another possibility is to search for tweed argyll jackets on UK ebay . You can find more Scottish clothing on that site than the US site.
There is a tweed argyll up for auction by a hospice thrift store.

In fact, there are some good deals at that thrift store for Scottish gear.
