They might still sit a fair bit higher on the leg when scrunched.
Which would be great for me, since my mom was a brunette, my dad was a red-head, and I got my mom's hair, and my dad's skin. I'm very pale and there's no way I tan. When I've tried to wear hose scrunched, I keep getting asked not to as my legs are too white.

Looks like you got yourself a great pair of kilt hose.
This is one of the big differences between "standard" kilt hose and nicer ones. You want a nice beefy cuff around the top of the calve. "Standard" hose are just too short and too thin, especially if you have a larger than average calve. The extra size stretches the sock out so it's very thin and distorts the design, if any, and also constricts uncomfortably around the leg.
My Gaelic Themes piper hose are this long and I fold them over 3 times and still have a very beefy, 3 - 4 inch cuff when done and they look and feel great.

I do have odd shaped calves. Here they are, when I eyed them in the store, I thought they would go with my MacNaughton, well...they don't. But for 19 bones I will keep them.

I think they look good with the kilt. Maybe try them with a black shirt and black flashes?

From that photo I think it looks just fine together. If that is the weathered tartan it will work very well. You might consider wearing red flashes instead of the blue to help visually tie the leg colors to the upper part of the outfit.

The flashes are actually green, and it matches the green in my tartan, but there is not really any blue in the tartan according to my wife, I am color blind. I was never good at "matching": and the sorts. She also claimed the red shirt looks bad with the kilt. I thought it all looked pretty good, but I am not one for fashion. Trust me.

one day...
I would love to have flashes in every color, that would be neat. I gave away some orange flashes last week, so now these are the only ones I have. I paid 27.00 dollars for them.

Not being argumentative, just discussing, there is blue in the tartan, maybe very dark, but it's there. Along with Green, red and black.

I have a friend that buys nothing but womens shoes and hose. He has a 7 1/2 narrow foot. Evan small kilt hose are too big in the foot.

Dan, it's a great start for an outfit. You could wear that shirt, although it seems a darker or more maroon red than the tartan. This is highly dependent on your camera, lighting, and my monitor, though. Could also try to match shirt to hose, or go for a neutral color shirt such as tan, white, black, khaki.

Yup, blue and green both, with red dominating. It looks like this may be an ancient color scheme? If the blue and green don't match up to SWMBO's eye, then perhaps it's modern with a darker shade blue/green.
From what we've seen, I think the hose work well. These flashes are OK if they are close or complementary to the tartan. As someone mentioned, check for the threads on making garters with a spool knitter. If you like small crafts projects, you could make several colors of garter ties for less than another set of elastic garters and flashes.
