Looks like Sempill to me, so I'll row in with Matt on this one!

I think you got him -
There is another photo of Lord Sempill here:

I looked him up on google images, he has a very nice style of dress.. One picture showed him with a black military style jacket with a red waistcoat.. Very nice... I am on an IPhone so I couldn't post the picture, but it was at the dressedtokilt.com site.

Nice call, Matt. That has got to be a pretty rare tartan.
But I do like the outfit.

Yes!
Thanks, Matt. I, too, like his jacket.

It might be mentioned, since we know the identity of the chief in the photo, that The Gathering 2009 is the brainchild of Lord Semphill.
"This is, first and foremost, about the clans,” Lord Sempill said. “It’s a celebration of the contribution that the clans have made to the culture and history of Scotland.”

For superfluous confirmation: here is the Sempill clan crest.
You can see the stag in the IP photo as well.

Hmmm, no cutaway, I'll have to think about that.
I tried to ask my inner curmudgeon before posting, but he sprayed me with the garden hose…
Yes, I have squirrels in my brain…
