    It appears to be the District/Duke of Fife tartan, see my avatar.

    Actually, I believe the tartan may be specifically woven for them - but I could be wrong.

    There's an old newspaper article about it them here:

    And you're right BEEDEE, there is a nice memorial statue a few block away.
