Those must be some Pipe Band guys. One is even wearing his Argyll jacket!
This is a VERY common sight at Games around here, Pipe Band people walking around in partial uniform.
It can be like that photo, with their entire kit but shorts instead of kilts.
Oftentimes, because so many people have uncomfortable Ghillies, you'll see Pipe Band people walking around in their full kit but with trainers/sneakers/tennis shoes in place of their Ghillies. (I wonder why they don't go out and buy a pair of comfortable Ghillies.)
Our Pipe Major made it a rule that band members must either walk around in full uniform, or full mufti/civvies, but not combinations of the two.
I've posted about it before: the nearly universal dislike of wearing kilts amongst Pipe Band people. Many wait until a few minutes before the band is to perform to put on their uniform, and they tear it off the moment they get back to the Band Tent after playing. It's one of the things that's so different about Games in Scotland: there, Pipe Bands arrive in coaches fully kitted out, while here they arrive singly in their own cars in mufti.
One thing that's nearly universal amongst Pipe Bands here are Baseball caps embroidered with the Band logo. They're worn all day at Games save for when the band is actually performing. It's due to our intense sun. I've noticed more and more non-USA bands wearing these baseball caps at the Worlds etc. These caps are the one non-kit thing our band is allowed to wear at Games when in uniform.
