OK had some time tonight to finally do a rough rundown of what I am tentatively going to do.

I will also make a sporran similar to the pockets that will hang on the D-Rings. The funky looking thing just to the right of the OA is a link, clip of some sort to hold keys. Still debating on the pockets/color makeup of the pockets. And the center gold triangle is just to represent the inner pleat that will be gold on all the pleats. Belt loops are 3" but have yet to find a 3" belt (that is in a good, none wife hating price range, hehe).
Initial measurements:
W: 33.5 (so will round to 34
H: 39
Pleats: 10x 3"
Over Apron (OA): 9" and fairs out from fell to hem/selvege
Under Apron (UA): 15" because I like them a little larger I feel.
Under Pleat is 6" (dotted Line)
Pleats: 3" box cut
Inner pleat: 5.25' (std X-Kilt) but in gold (roughly)
Bottom left corner of OA will be a USF Logo/patch
Debating is I want D-rings over the pockets, might be over kill, but Might keep them for the beef look.
Pleas note, diag does not take into account the shortening of the waist compared to fell.
As wife hasn't left the house, I haven't had a chance to work on it. 
But, another wash (2nd) will happen tonight. That should be good enough shrinkage (on HOT) for me to cut cloth.

OK wow did that come out big, I will cut the size of the graphic a bit. and I forgot to add 2 side straps I will have on the OA that will fasten to 2 buckles (as seen similar in the XKiltrev2 instructions pics pg 42 by: Andres Papouseks)
EDIT: OK reduced the size of the graphic to 40% (should be faster to download now as well)

OK made some progress this morning. in 1h40m I was able to wash (again to get it softer a tad) both green and gold together now with 2x pairs of running shoes (they needed a good wash) to give the material a good beating.
Ironed out both
Chalked the waist and fell lines, cut material, and chalked the pleating. I must say, this canvas chalks great! much better then my previous material, but then again, all I had to do before was just follow the thread lines.
My laying out the 4 yards of hunter green after ironing.

Here is what the Green and Gold look like together... I think it is sharp.

And here is the cut and chalked version.

Next....
mark/cut the areas (within the 5.25" sections) for the gold and pin/sew. THEN I can start fold/pleating.

OK in under 2 hours, I was able to
- cut out the yellow sections,
- pin to the BACK of the 5.25" inner pleat sections,
- fold/iron/pin the pleats,
- sew the outer pleat seams,
- sew the OA sides with one line
NEXT: (the daring part)
- Slice into the green canvas to expose the yellow
- With a double fold of the green, hem the inner (green) pleat sides to the yellow inner pleat area
- sew the inner pleat seams
- bar tack the pleats
(Man I am not getting a lot of research done :/ )
Hoping I can accomplish the first 2 items tonight

In 1h40m:
- Cut out the Green inner Pleat area
-- (I cut at the inner pleat seam, so that there was still about an inch of green material from the (outside visible) pleat edge.
- Folded/pinned (lotsa pins) the remaining green material under so that I had 3 layers
-- yellow material, left over green inner pleat material folded over
- Sewed the 3 layers with a single line (reverse a few at the beginning and end)
- Bar tacked the pleats
NEXT:
- Sew inner pleats
- re-measure waist (just in case) and adjust waist line then pin
- Sew fell - waist
- @ JoAnnes or michaels
-- Find buckles to use
-- D-rings
-- Velcro (still debating on this)
Below is the back of the green material with the yellow sections pinned (to the back of the 5.25" areas)

This pic is after the bar tacking was done. Starting to actually look like a kilt now (lucky no blood stains from all the pricked fingers)

In 2h time:
- Pinned and completed sewing waist-fell pleat lines
- Made 3 buckle straps (1 cut in half for the OA buckles, and 2x for the adjustable clip part)
- Using 2x buckles (opted for quick disconnect for speed if I am going to user this for Triathlons as well)
- Somehow the Fell line came up 1" short so I took it from the OA pleat and made the OA 10" vs. 9"
- completed r-hand edge of OA and included 2 buckle retaining straps (pictured)
- Completed buckle straps (pictured) on the pleats (had to do it twice as I did my first stitching of both straps on the wrong pleat >.< took forever to rip that seam out.
Next:
- Sew UA left hand edge
- Iron the crap out of it (including the underside)
- Sew inner pleats
- make waistband
- Iron/Sew waistband
- Make belt (I will be making a Green canvas belt with a yellow center strip and use a 2" quick-disconnect buckle)
- make belt loops
- attach belt loops w/D-rings (1 belt loop also with a key holder)
- Make 2xPockets
- Make Sporran
Here is a pic of the buckle retaining straps I made (attached to 1" quick-disconnects)

A pic of the completed buckle assembly (yes I will trim off the excess... but I was actually thinking of turning it into a loop, and also making mini belt loops to hold the straps. Loops would allow a loose fitting initially, then one can quickly tighten via the loop)
