Summer casual for me is kilt, tshirt, and sandals. No socks. If it's cold enough for socks, it's kilt hose or something comparable.

I think between Chas and Flyrod you have it down
I wear
Kilt hose properly pulled up most of the time
Hiking boots with scrunched down socks for a nice casual look occasionally
But in Summer heat I don't bother with socks at all!

I'm just not a fan of regular length socks and kilts
On some people it works, but not me

I wore short socks with the kilt until I was around 5 years old.

Sure!
Sometimes low socks

Sometimes no socks
Heck, sometimes no shoes or socks !! 

However, only when engaged in activities where proper kilt hose would not be sensible.

Any time I try to wear sandals I wind up with gravel under my feet.
I do wear chunky hiking shoes with a utility kilt or occasionally with a casual tartan kilt. Although not quite as tall as combat-style boots, I think the chunkiness, with thick socks, balances the look. It's almost as high as combat boots with kilt socks scrunched down, which I personally don't care for as it looks like my garters collapsed and I failed to notice.

Depends on the circumstance. I'm a socks up, always kind of Bloke but when kilting in Turkey a couple of years ago in 38°c (100°f) I bottled it and wore (not white) short socks, brown leather trainers and a T shirt. I still melted away into the gutter. but I would have done that whatever I was wearing.
I am with Chas on this in some respects though and for anyone who has any remaining doubt.

I go with the temperature. Kilt hose in hot weather are torture - maybe even medically dangerous. Mild weather wear scrunched down kilt hose. Have never worn regular sox with a kilt. Just looks weird. I've been into barefoot and sandals with kilts for a few weeks now...no other way...just have to. Folks understand. Bifurcated guys are wearing shorts and sandals...just is in HOT weather country.
I've heard of sandal tans and I've heard of farmer's tans....wonder if there's a kiltie tan where the calfs are tanned and above the knees its lily white - for us Bilagaana/Bahana/Haoule/Gringo types

I wear my Utilikilt this way (with short socks) or even without socks, and sandals or other footwear, quite often. Generally my kilt hose are reserved for my tartan kilts (whether they be worn traditionally or scrunched down).
