Well, if you ever come to Toronto, make sure to head down to Kensington Market and check out the vintage chic stores. There is also an army surplus store down there that sometimes has regimental kilts.

There's also the online Goodwill auction site. Their descriptions can be a bit vague (one kilt currently listed clearly has buckles but is described as "one size fits all" LOL) but it's easier than haunting the shops. You'll end up paying a bit more than for the unidentified/mislabeled find, on the other hand saving time/travel costs.
EDIT: I'm not sure if there is an overall U.S. site or multiple regional sites. Google is your friend in that case.

I have been on the Good will site and there is alot of good stuff on there - But it is as tricky
as EBAY - I have been down to the wire and been out bid many a times lol but it is fun .
I like how they display bagpipes with the blow pipe sticking out of a drone lol

I also found ghillie brogues that were in fabulous condition and they fit nicely, which is great because my old ones are nearly worn out.
I also found this handbag that I thought was sporran-like enough to turn into a sporran.

I use Goodwiil auction quite often and have gotten some wonderful deals. Both of my sewing machines came from them as did my walking stick made from the old walking stick kale stalk. You have to read carefully and look at photos carefully, especially with kilts. Often they are womens tartan skirts or they arent sized well. Another thing to look at is shipping and handling. Some places like Washington and Oregon are quite proud of shipping and can add 12-15 dollars onto your bargain. Other states are much more reasonable. I even bought a 2000$ floor loom for 300$ and took a trip to Colorado to pick it up. Good luck on the bargains, the thrift stores and resale shops can be fun to look through.

In the last 6 months I have found 2 kilts for sale in vintage clothing stores in the Haight
/Ashbury section of SF. The first was on display in the window but it was on a female dummy with the pleats in the front. I went in and told the woman working how wrongly displayed it was. As I was wearing a kilt at the time she was convinced that I knew what I was talking about and she took it off and displayed it properly except it was still on the female dummy. The next time I went by the store it was still on the female dummy but once again with the pleats in front. Again I went in and this time spoke with the store owner. He insisted that I did no know what I was talking about and that the pleats should be in front. I was again wearing a kilt but I could not convince him that he was wrong. Eventually it disappeared from the window, thankfully.
The second time was about 2 months ago when I was again kilted and walking by a store when the young salesman came running out to tell me they had just gotten in a kilt. I have spoken of this kilt before on this site. It is a regimental weight 8 yd Caledonian Pipe band kilt in the Stewart Hunting Modern colors. It needs new belts and a good cleaning and I would love to have it but I have just bought an Isle of Skye from John at Keltoi and the funds are a little low right now.

I forgot to mention that I found a small but very nicely made kilt in Clan Donald modern. It's not meant for an adult so I'm saving it for young lads in my family. My nephew is 5 but it should fit him by the time He's 8 or 9. Once he outgrows it - he is to pass it on to another relative and so on. I have an other nephew around the same age but his dad makes kilts, so I imagine he'll be well turned out regardless...
Also, there's a kilt on Goodwill auction right now but it's mislabeled as MacPherson tartan because it belonged to a guy named Hugh MacPherson...very nice though...
