I've got one of each. I think the USA Kilt casual is much better. The difference in price for me is negligible. The Sportkilt has been relegated to being a "house kilt" since it seems determined to attract and hold every loose cat hair in the house. Its the only one I have that does this. It also started pilling almost as soon as i first put it on too. They do not seem to be made out of the same material to me.
I have a USAK casual kilt and the edge of the pleats are sewn all the way down to the bottom. The only other USAK casual I have actually inspected also has the pleat edge sewn to the bottom. Possibly Rocky has changed his way of making the casual kilt, I don't know, but the crease on my casual is definitely sewn all the way down.
SailorTats, I assure you that Rocky HAS changed the design (and stepped it up). They are NOT sewn down to the bottom anymore. They are made like a traditinal kilt with some (understandable) shprtcuts for budgetary reasons. From the outside they look like a traditional kilt (PRESSED pleats, NOT sewn-down pleats passed the fell).
Plus one about the fabric. It is MUCH higher quality than the SportKilt flannel-like material.

I know I did not ask he question but thanks for everyones input. This is something I have been considering and have been curious how the two stacked up against each other.
I agree with Bren, I would only add that the sportkilt (to me) is more comfortable for extra casual... just like sweat pants are more comfortable than khakis. Having one of each has come in handy for me. Caveat being that I bought my sportkilt secondhand for a very nice price, not sure I would have paid full price for it.

I would (and have successfully) wear my USAK Casual with tshirts all the way up to smart business casual.
Is this a garment appropriate for formal wear? No. It isn't. But, you said you wanted casual so this meets your criteria.
The USAK Casual is far more versatile than the Sportkilt. It is better-constructed, properly tailored, and composed of better materials. USAK Casuals are also available in a wider variety of tartans (excellent weave, very vivid and rich colours).
I can concur with BREN, my casual the pleats are not sewn passed the fell and I like the fabric a lot better than the SportKilt. I ordered my second casual a couple of weeks ago.

You should see the punishment LitTrog puts his USAKilts Casual Kilt through!! I shudder at the thought but apparently durability gets high marks to boot!
It gets hot here in Oz and I've wanted a kilt for wearing at
folk festivals in the summer. I looked at the poly kilts from
Buy-A-Kilt, since they've treated me well in the past. But,
I'm trying to be traditional and they didn't have a kilt in
MacGregor -- Rocky does. End of story.
I'll have mine well before it gets too warm for the 13 Oz.
(This is probably repeating something everyone here knows,
But I was amazed by how the 13 Oz was both cool (when it
got up to around 30C) and warm (when it hit 12-15C) the kilt
was. The only problem that I didn't factor in was the bloody
mozzies -- they can be an absolute menace!!
