With my kilt I have it to the edge of the top of the kilt. If I'm wearing a belt I'll tie it a little lower

I was always taught that it should be, on trousers or a Kilt, two fingers above the top of the lower body garment so I stick with that.

Being a tall guy with a long torso, the middle of which happens to bulge out a bit more than the rest (picture a bowling pin), I have always had to wear XL ties with dress shirts and sportcoats/suits, in order for the end of the tie to just cover my belt buckle.
When kilted and wearing a tie, I am usually also wearing a jacket and waistcoat. So as long as the tie does not stick out from below my waist coat (or jacket if not wearing a waistcoat) I am probably good. If wearing a tie without either a jacket or waistcoat (which I can only imagine happening if I happen to take them both off at an event to dance) I would hope my tie at least touches if not mostly covers my belt buckle.
On me, if my tie is too short it is truly a "Laurel and Hardy" appearence, not one I prefer to see or have captured on camera.

Top of the belt (not over it) for the kilt is what I do. I usually have to tuck the tail end inside my shirt. And, when I pipe, but don't wear a waistcoat or jacket, I tuck both ends inside my shirt opening between 2 buttons.

just over the kilt, not onto the belt and higher with a waistcoat ( never let the tie show below the vest)

The old military man is coming out in me. The bottom of the tie should just touch the top of the belt.... Regardless if it is trousers or a kilt... ;)

Seriously though, I was taught that the tip of the tie should come no lower than the middle of the belt buckle, and no higher than the top edge of the lower garment (be it trousers or kilt). That's generally about a half inch to an inch of leeway (not a lot). With a waistcoat, the tie should not be seen below the bottom of the waistcoat. (Ideally, the top of the lower gament shouldn't be seen either).
A guideline I have found is to use the stitched seam crossing the width, near the middle(not the one running down the length), if your tie has such a seam. Tie your knot at or just above/below this seam, and the tie should be close to the right length.
The type of knot used is dependent upon the style of collar, each knot being a different size and therefore taking up more or less space and tie length. I won't describe how to tie each one - that can be found elsewhere. Straight/point collars get the four-in-hand (a roundish, narrow knot). Button-down collars get the half-Windsor (a bit larger and more triangular in shape). Spread collars get the full Windsor (the largest of the three basic knots, and squarish in shape).
