Isn't Chicago the first place to offer voting rights for the deceased?

Well, there has been some talk about the fact that the deceased or, more politically correctly, the group that precinct captains refer to as "Previously-Living-Americans" have lobbied strenuously to retain their voting rights. Of course the fact that Election Day follows close on the heels of Halloween has done a lot to popularize this notion.

I am surprised to hear that. Reimbursement for voting is illegal here and several other places that I know of.

In many places in the US it is illegal to give a person anything of value in return for voting, regardless of how the person voted.
