Kilt found!
I sent an email to the San Francisco Games website explaining my plight. Today, I received a call from one of the operations guys who said they had found the kilt in the parking lot after the games. Apparently, it slipped off the hangar; how I didn't see it I'll never know. But, the main thing is it is recovered. Thanks to you all for your interest and help!
