Yes Phil I know Alex has been spotted in one but it's rare.
I did hear that he once said he wouldn't wear one until Scotland achieved independence but maybe that was tempered when the Nats were able to form an administration at Holyrood.
At St Andrews I knew Tories who wore kilts and who weren't toffs I think that the late Nicholas Fairbairn probably holds the kilted politician record.
When the Queen opened the Scottish Parliament there was hardly a kilted male MSP to be seen not that the usually kilted-in-Scotland male royals did either as I recall.
Scotland has produced a fair share of UK Prime Ministers - would be fun trying to find photos or pictures of them in kilts too!

I don't blame them for wanting to gain a little distance from the JOKE that Dressed to Kilt became last year... 
The lasses, while stunning, looked more like Victoria Secret models than representing anything to do with Scotland.. There wasn't enough material to really have a glimps of a tartan..

If you have taken the trouble to seek out this particular newspaper then you will probably be well aware that it is a left-wing paper, strongly supportive of the British Labour party and its agenda of opposition to the present SNP Government. Tartan Day has not been cancelled to my knowledge but, as I understand it, there will be less official concentration by the Scottish Government on the New York event and, instead, visits to other areas to fly the flag. Edinburgh City council made a similar decision last September, although one to pull out altogether, for very much the same pragmatic reasons. Namely all the razzamatazz, flag-waving and expenditure was achieving no return of any value to the Scottish economy and a different approach was necessary. Whether it achieves any more is doubtful but it must be tried. The alternative is just to ignore the whole thing altogether.

Wow! No trouble really - just use the Google news clipping feature to locate articles containing the word "kilt". No need to interpret "spin" as I'll stick to the papers having a picture on Page 3.

Then I apologise if I have offended but it is as well to know where the press are coming from because they do tend to be politically polarised here. I was taught in school (of all places) some 40-odd years ago that the Daily Telegraph was read by those people in Britain who wished we still had an Empire and the Daily Express by those who actually believed we still had! Since then I have always kept a healthy perspective on the views expressed in all of our newspapers.

how do you know that the "English gentleman" isnt a Scot, ? or an Anglo Scot?
if he has what you percieve to be an "English" accent he could still be a Scot? lot of accents up north sound "English" he may have grown up in England (like Gordon Ramsay) or he may have gone to private school, a lot of aristos and Clan chiefs have "cut glass " accents, and of course, as consulate he is obliged to promote and support cultural events from all parts of the UK, I cant see how his staus as "English" would be a factor. as for Alex Salmond to be honest the guys heart is in the right place but hes not really someone who sets the world alight with Charisma, and to be honest "tartan day " has never really caught on in Scotland. if you want to see something spectacular go to the tattoo.
