Looks to me like a piper's doublet but without the epaulettes. The gold braid is not usual for civilian dress.

That looks to be the the 1822 Commemorative Coatee from MacKenzie Frain which comes with either gold or silver braiding.

This is me at the Glasgow university Scottish country dance ball back in December... (Ignore the tiny dance shoes, please.)

And, just for kicks, my Dad in his regalia.

Unfortunately, none of these pictures show how well that kilt actually hangs in real life.
