The woman does sound a bit crazy, be grateful its not your wife reacting in this bizarre manner. However she is your mum and the house you live in is your grandma's so you may need to consider whether it is worth letting your mum continue to control how you dress now that you are a grown up or whether you are able to support yourself, find another house, and dress as you feel comfortable.
Regional Director for Scotland for Clan Cunningham International, and a Scottish Armiger.

A lost a job just after 9/11 and we never really fully recovered financially. Though been stabbed in the back a few times, and thats how we wound up here. Twice in the last year we came real close to getting our own place. Recently, we tried to get a bank loan, for a 30K house, with 50% down, and no luck. We make too much money for the programs that help 'underprivileged' families, but not enough to get anywhere. I am a stay at home dad, partly because it would cost almost as much as my wife makes teaching to pay for 2 daycare bills.

My heart goes out to you and your family for the circumstances you find yourself in. It seems to me that the kilt was not the reason for the outburst, just the excuse. There may be more to her behaviour than meets the eye. It's easier said than done but, patience and love may be all you can offer her. Good luck to you and enjoy the peace you have when you are in it.
