When did such belts fall out of fashion what was in their style that required them to be worn so high up?

Do keep in mind that this is a characature and that all proportions are out of whack in this drawing. For example, I sincerely doubt that His Majesty's head and torso are the same size in real life... :-)
With that in mind, the width and height of his waist belt may not be all that different than what we would expect.
