He's a Wee Piper in White Hose!
Lego has a new line of minifigures coming out this month, and just look at who is on the list!

A tiny wee bagpiper, with bonnet, pipes, bushy eyebrows, and white hose. I'm fairly certain the bagpipes is a new part for Lego as well.
My only complaint would be that he's not showing any knee at all

LOL. Because of the Lego man, and because my poor eyes read "Wee Piper in White HOUSE." I was expecting a child playing bagpipes for Mr. Obama.

i also read white house! there is also a previous set of characters that contains this little guy...

Ok, I lie, I have a Harry potter Lego keychain, and I will probably buy this little guy as well, maybe it will be available as a keychain?

These have been out for a while over here and I have had one of these pipers blu-tacked to the top of my dashboard for weeks. In the picture posted the bagpipe is obscuring the detail: he is dressed in modern style, with an Argyll with waistcoat, white shirt and black tie. You can also adjust the balmoral to the correct level of "tilt".
If you have the inclination, (and a tendency towards OCD) you could use a little bit of cheap tartan drone ribbon to make a kilt for him out of your own tartan.

I saw the same thing in my kids' lego magazine this month. I told my wife I needed one of these little guys to sit on my desk. :-)
I don't think he's supposed to be wearing white hose. My interpretation was green/white diced hose worn with white spats. I also note he's wearing the MacGregor tartan.

I am not opposed to gluing a pin to his back and hanging him from my kilt, but then again I am not that traditional anyway.

It would be awesome to have about twenty of these little guys as a pipe band but you would also need drummers and a drum major.
