It is my understanding that the early Irish kilters wore belt pouches as they felt the sporran was "too Scottish" and wanted to create a unique form of "traditional" dress. Even today it's rare to see an Irishman wear a saffron kilt and a sporran. It's similar to how there's a distinctive Welsh ysgrepan which is evidently based on the Scottish model but made differently. So belt pouches are already quite common and even "traditional" if you're Irish.
