The top band is a matter of aesthetics, not a concern for durability. Single-width fabric is usually woven about 26”, so I think what you’ve run into is that your kilt is too long to be able to use a traditional top tartan binding. The hem does indeed look like it’s sewn on fabric that has a kilting selvedge. I think I’d wait to hear from Nick at Scotweb. On the plus side, perhaps the hem could be removed to get the length you need.
