According to the article, what he's done is seek permission to offer customers a pint, and then contract out that pint-provision-service to a company that runs pubs. Hardly comprable with representing Pakistani-made accrylic kilts to tourists as traditional Scottish wool garments.

No, it's exactly the same thing. Representing the proposed use a Scottish-theme pub within his own store, then selling it for something entirely different after he gains the approval is classic bait-and-switch.
