I don't think it is so much the color as it is the quality of the hose. Honestly, the nicest pair of hose that I ever saw in person was a remarkable pair of white hose. For the record, I do not own white or black kilt hose, but that is simply because other colors have appealed to me more.

I neither own nor wear black or white hose, but have ten pair with no color duplicates. Closest are a pair of cream that I very seldom wear, and a pair of charcoal that I like with two of my kilts, especially for dressier occasions. One has black in the tartan, the other features grey.
It is my understanding that white hose are mainly a pipe band thing.
I like some fancy-top hose, but don't own any myself. Cost is a factor, a penchant for tartan flashes is another.
To each his own, and that's fine with me.

Regarding the question of black and white hose I am afraid you will find there are no black and white answers.
It all depends on...
What else you are wearing?
Where you are going?
Who you are?

I can tell you being stuck with compression socks that only come in black and white. It wears on you after a while especially for the tartan kilts. Black rarely goes with a tartan and to me white looks like underwear socks.
This is what spawned my dyeing and my Juzo sock string. Some variety to liven it up.
I know there are a lot of diabetic kilt wearers out there that should be in compression socks - at the same level as my Juzos. But are risking their health in order to wear colored socks. Most orthotics look - well - orthotic.

Pants is only a present tense verb here. I once panted, but it's all cool now.

While I have a variety of colours and styles of hose, including black and off-white (ecru?), it strikes me that this is one area of highland apparel where you can have a little bit of fun and add some personality to the look.

Can you not wear regular kilt hose over the compression socks? Basically, treat the compression socks like a sock liner?

Not really, it would make them too thick in the foot. The thin nylon compression hose are very uncomfy, nonabsorbant and slippery inside outer socks.
I run a load of just socks about every 10 days - they can't be hot dried - will loose compression. I have 6 sock hangers that hold 4 of these ( two pair) each and put them on my kilt drying rack with fans to dry. Double socking would double the amount of washing to do.

I can't really give you a definitive answer to this, I just like black or white, certainly I could never wear diced tartan hose, they remind me of old fashioned kilties from my childhood and what we saw on television, sometimes you think these items are too Scottish. Its the same with a plain or tartan Glengarry hat, they are too Scottish and Brigadoon like.
I hope I don't offend anyone saying this but again its what I feel and as we have said before we are all different

I do sympathise Jimmy, the music hall and early TV " personalities" and their "Highland" attire do take some living down. I too developed a major dislike of diced hose because of them.
