He is indeed armigerous and was granted Arms by the Lord Lyon in May of 2010, yet typically a Scottish Armiger has the option of wearing a single eagle feather and not two. The latter would obviously be a chieftain, so I am rather curious too. I also wish to make no attempt at hijacking this wonderful thread.
