Not sure, but Lyon has indicated that the Clan Chief is the authority when it comes to which members of their retinue wear feathers. I understand that some chiefs have authorized the President of Clan Societies to wear two feathers, to denote their role within the Clan. Perhaps Caithness has done so?

Jock, I think one thing that we tend to not "get" here in the US is the "it's just not done" meme. Perhaps this is an example.
