Bag hose, made from cloth cut on the bias.
Im not sure where the idea that they were purpose made as footless comes from, yes they would wear like that, heels and toes are the first to go.
This is the only currently known surviving set of cut cloth bag hose from the 18th Century, or before. As you can see the toes wore out and they were modified to stop them from wearing out completely.
