It really depends on the occasion; for those pictures, then the jacket, sans tie, is fine -- but for other occasions, a tie is very appropriate and would not be considered "stuffy". Remember that the tweed day jacket is techically "country wear" for shooting, stalking, etc. and would not be worn to events that might have an air of "stuffiness" about it. The tie itself is not "stuffy", but only the person wearing it. 
I love ties. A well-tied and good-looking tie is the finishing touch on an outfit, INMHO.
A bolo tie? Could be interesting -- have to see it first before I make up my mind about it.
