I think that the Charcoal hose would probably look quite good.

Maybe try lovatt green kilt hose, but you'd have to check the colour against the ancient green of the kilt.
The Kilt is my delight !

How about a pair of charcoal Lewis kilt hose (to match the jacket) and a pair of garters in ancient green (either loden green or lovat green depending on what best matching the green in your kilt). This will look sharp against the dark charcoal and tie in the tie and kilt colors.

I think oatmeal will look fine, but I always associate this color with casual wear, and I think the occasion demands a more distinguished look.
Green or blue hose also wouldn't look bad, in a color to tone with the tartan. If you plan on wearing a green tie, I'd stay with the green.
However, given the charcoal jacket, I really think the charcoal hose will look sharp!
