So it isn't a square? That's unusual, as I have only seen (and own) fly plaids in two sizes: 39" square and 54" square. As for the loop, I would say that it's for attaching to the belt or the top of the kilt to simulate the appearance of a filleadh mhór. I've also heard of (though never seen) hooks being used in the same fashion.
Whether intentional or not, I tend to think of the smaller size as designed for shorter men, and the larger for taller men.
