    You can take it to a tailor and get it hemmed.

    How high are you wearing it, and where does it "fall"?

    In order to get it to fall just above my knees where I think it should. I have to wear the top about 3 - 3 1/2" above my belly button. When I slide the top down to where it should sit then it completly covers my knees and falls a inch or so below the bottom of my knee.

    Yes, we really need to know this for the best response.

    The other important dimension is the inseam. As this can vary greatly between someone 5'11" with a long torso and short legs like me and someone 5'11" with a short torso but long legs.

    I'm 5'11" with a 30" and the 24" works great on me but I have a long torso. This means I can wear it higher on my waist without it encroaching on my ribs as much as someone with a shorter torso.

    If it truly does not fit with it worn in the proper placement, the best would be to have it hemmed. If you like the color and the fit, I'd keep it. You just won't find a better kilt at that price point in wool so hemming is worth it.
