Actually it is not a screw and nut, it is whats called a Chicago screw.

I have found the Chicago screw handy for sporran straps and on belts, any place where I want to join a thickness of material and may want to unjoin them later.
I first came across them when working with account ledgers in accounting, they come in various lengths.
