You wear it on the lower right hand corner of the outter apron of the kilt. It serves a dual purpose -- it provides weight to the apron, to help keep it down in a breeze; it also adds that touch of bling. It can also show affliation to a clan, or an organization such as the Navy or (more popularly around here) the Marine Corps.
