A big welcome from Western Scotland.
I couldn't tell you much about the history of The Culloden games, but I'm sure someone on here will find something.
I have a friend living in Athens, GA who wears his kilt regularly without any problems.
Maybe one day you can drive over there for a kilted day without trouble.

This has probably been asked elsewhere, but since I've got a real live Scotsman here I figured why not.
Are kilts everyday wear in your locale? Do you see them on the street, in pubs, etc?
As far as 'having trouble' here in Middle GA, I don't think there would be any. A pub was having open-mic night and a kilted guy brought his bagpipes to play. He didn't have any problems. Then again he was about 6'6" and 250+lb. 
And I was just picking on Culloden. I've got a good friend that lives there and we rib him about living in the 'sticks'.
