Welcome,from the Scottish Highlands.In answer to your question about kilts being worn in our area as everyday wear,the answer is an emphatic no.I was at Blair Atholl yesterday at a show and apart from the members of a pipe band,I only saw three kilts being worn.Sad but true.

As far as 'having trouble' here in Middle GA, I don't think there would be any. A pub was having open-mic night and a kilted guy brought his bagpipes to play. He didn't have any problems. Then again he was about 6'6" and 250+lb.
And I was just picking on Culloden. I've got a good friend that lives there and we rib him about living in the 'sticks'. 
It's mostly a 'No', but part of it depends where you are.
I live in a big city and I do see people wearing kilts regularly.
And a lot of the local boy scout groups all wear kilts regularly.
Elsewhere, it's not so easy to 'get away with it.'
But I'm trying to help change that.
