I find it odd... all of the times people here get incredibly mad when someone either asks the question, or performs an impromptu check. All of the talk of rude comments to people, or popping them in the nose, just baffles me.
I'm fine with either... question, or kilt check. Maybe i'm just a bit of a manwhore like that, as its only women that do it... either way, I couldn't be bothered to be upset about it.

While I would like to admit that I'd do a "proper" thing like exclaim, "Young lady, how dare you lift my kilt! That is inappropriate and I feel violated!" I probably wouldn't. Especially if I imbibed copious amounts of alcohol. You see, I am descended from a very long line of Irish rakes, libertines if you will, and don't balk often at female attention!
In all seriousness...a kilt is a garment which attracts attention. When one is in bar, one is surrounded by people whose inhibitions are down and are likely to behave in a manner that some would describe as forward.
The best advice is to deal with things in stages. Laugh it of if possible, be firm if it escalates, or leave if it goes beyond that.
