I'd agree. Pull the kilt up where it should go, wear the vest over it. Maybe a shoulder rig for a single revolver. If you have to have ammunition ready to hand, a specialty sporran could be made with loops inside for shot or cartridges.
And do something about those shoes....

Actually, if you look at the other people, they are also wearing dual holster gunbelts, so my guess is this photo was taken at a quick-draw competition.
